Why 1 thermal kWh = 1 julio

A julio is a megajoule of electric-equivalentenergy. Heat is worth its exergy: converting fuel to electricity runs at ~28%, which is exactly 1/3.6 — so 1 kWh of electricity = 3.6 J while 1 kWh of delivered heat = 1 J. The factor observed in real relative prices (0.25–0.30) contains the physical conversion. Unit “1” of the currency is household heat — the most basic need the system covers.
